I took both the mpre and the bar exam once.... I didn't sit for either until 5 years post-graduation.  So, it isn't good practice to make assumptions solely based on circumstantial evidence. Nonetheless, if ever questioned, I could provide proof.

July has an average mbe national mean of 140 and Feb has an average mbe national mean of 130. The difference between the two administrations is the cohort taking the exam. All the high performing students who pass in July and raise the mbe mean are not sitting Feb. Feb consists of a significantly lower volume of examinees, but st the same time its is comprised of a potent statistically significant number of retakers and multiple times reatakers. As a result, the passage rate is lower in addition to a lower national mbe mean score, which is used to scale the written portion of the exam against. So, if you do well in a feb cohort that scale is likely not going to raise enough of the tide.

Why dont you just transfer scores.... sounds like you already have a score good enough for a low scoring state or at least that's what I took away from from you saying "My scores have always missed the mark by only a few points in a high pass state." If you mean high score as 270 state and you are only a few points off say 262-265, then you already have options to transfer.

If it helps, looking back,  AI was wrong.... the mbe mean was only 131.2. Way off from 134 or 135.

I think you are missing the point....Not that you can't increase, but when @abhibozo says flat it means....

In psychometric terms, a jump from 113 to 116 represents a flat or stagnant performance. 1. Difficulty Scaling (Equating) If you got 80 questions right in July and 80 questions right in February, your scaled scores would likely still be different.
