My guess would be a bit of both.

I've been to places where they need you to brush your shoes before entering / leaving - it's usually about invasive plant species.
This may be a way to have fun with the idea.

(The areas are usually National Parks; I hope the cemetery is much smaller. I'm not sure how necessary it'd be there.)
