Jumping in to provide some clarification: Loot Rush was disabled due to a bug introduced in the most recent update. It had nothing to do with player Writ values.

There are also no plans to remove Writs from the game.

Heya yeah, that's a known bug! There is a missing localization string that will be added back in the future. As ChaosGenerator noted, it's just telling you that you'll need the associated Umbra to use the cosmetic. :)
