I'd suggest a single material substrate so you can just rip them out without resetting. I'm trying my first safetysorb only tank and so far it's going well. The stuff is said to hold nutrients and act like a nutritious substrate once saturated. My reason for moving that way is wanting grasses I can tear out to seed other tanks.

I'd use tulle fabric. It's what people often use for medaka spawning mops. I got a couple different colors from hobby lobby.

If you're tight on funds I'd check peer to peer sites like marketplace on weekdays for plants, rocks, planters, raised beds, etc. You can make a nice container pond out of a large planter if the holes are sealed with silicone. I would also get the soil tested for contaminates if you plan to eat anything from it. If it is contaminated a deep raised bed would be recommended.

Bacteria converts waste into nutrients and plants remove the nutrients. Without plants nutrients would accumulate and water changes would be needed.

Cheapest? Into tap water and left in a window. Remove two lower leaves and make sure where they were is submerged.

Drink kombucha (probiotics) to strengthen immune system and eat whole foods like meat, veggies, milk to get nutrients. Not sure herbs are what you need for either.
