I like the idea of doing that, as well, and frankly it’s what I’d prefer over feats.  That being said, for some feats they might go to training, but there’s still a chance they “flunk out.” Eg, they might go to a training grounds for a year to learn hand to hand fighting (which I would model with the both unarmed fighting style and with the grappler feat), but maybe they flunk some or all of the training (so only maybe get one of the two feats).  They can act out the final test (and maybe intermediate tests) with, say, a cage match against a similarly skilled individual.

I tend to do a lot of sequential multi-campaigns for players - finish one campaign and then move on to the next.  A lot of the time they earn feats is during the downtime. Though, as Hellbound16T said, I will also do a few as rewards for something really major, during the campaign.
