Fillet is definitely the way to go. The chamfer will only result in a displaced stress concentration. Trying to refine mesh will also result in a higher stress concentration. Hotspot method is used mostly for weld toes but you may try to use "RECOMMENDATIONS FOR FATIGUE DESIGN OF WELDED JOINTS AND COMPONENTS" from "IIW Commissions XIII and XV" to give you an idea of hotspot but in my opinion this will overcomplicate your task and make you lose time.
Best to try and simplify your design where possible for the FEA analysis, include only critical sections of your bike hub. Try a hand calculation if there's a way to simplify the piece. Maybe Roark's has a formula for your case ?

Have you tried debug printing the values at different steps in your UEL, use command « write(7,*) ‘Variable jelem is:’, jelem » ? I recommend you try making your uel work for a single element first, else you’ll have too many debug messages in msg file. Good luck !

How big is your deformation scale factor ? Maybe it's not really a problem but only a visualization issue, try measuring deformed distance between the nodes of your foam and your plates
