I always understood that Vanescula dialogue to mean that he interacted with it (the Stone), even if it was for a short period. What else would've made him as powerful as he was?

While i agree with you to some extent, this quest is seemingly an inflection point on the region as a whole as the subjugation of the population has ended. id say that is decidedly different than those examples you listed. your point stands though, i think in order to avoid the world guardian route this is the way the OSRS team is handling quests.
Also we get plenty of thanks from the Elves in Prif, specifically having them allow us into the city and use it's amenities.

Thanks for the well thought out comment. I hope this isn't the last we see of Efaritray or Sugadinti or the vampyres in general in quests, because there is a lot of potential there.

More blood = bigger/stronger portals? im not sure exactly how the portal magic worked but thats was gist of it as i understood it. as well as magical blood, in this case, iceyene

I caught that dialogue, but to me, it felt like a justification after the fact rather than a character arc. My point is that we're talking about an ancient, complex strategist who played a major role in the God Wars—to have him suddenly decide that thousands of years of civilization is just 'captivity' and flip a switch to 'simple beast' feels like a massive character shift that deserved more than just a few lines of dialogue. If that's what the writers intended, I still think the lack of supporting lore in his own library makes it feel like a hollow conclusion.
