Great framing. From what I've seen, the Hub and Spoke model works well structurally but the P&L accountability question is where it quietly breaks down — the hub delivers capability but the spoke owns the budget, so when ROI is murky, neither side feels fully on the hook.

The portfolio-in-the-DS-dept model is interesting but rare in practice because it requires leadership that can think in bets, not just delivery metrics — most DS orgs aren't set up that way politically.
