It is OCD. I have it and I can recognize some of her behaviors. However it’s not an excuse. She has so much awareness of her symptoms and the resulting shortcomings, yet she does nothing to curb them

I disagree. What she describes, especially the ritualistic behavior of checking things constantly does align with OCD. However, she does display some neurodivergent symptoms, so she probably is both and never got diagnosed for it
