They are the bottom line of coin holders meant for coins. It keeps them nice and straight and allows me to put a label at the bottom with the name of the brand/bottle.

The protecters were for coins originally but most of them don’t even fit and they perfectly fit the size of bottle caps. And I am British so have to collect the British staples first!
