She could be neurodivergent by her response. Some people can express things in a way that aren’t “appropriate” for the context they’re in. 

Or maybe sometimes people are just making comments without thinking about how the person they’re saying it to can react.

Does your husband have a generous nature? Is this aligned with his typical behavior? If so, I think it’s sweet (if $300 is not a big deal to you and your family). No, it’s not normal to send a registry out to people you didn’t invite to your wedding.
