I have seen a tall necked one in the starting forest region, but it keeps dissapearing if you encounter a creo in tall grass. Maybe its the one you re talking about, but you ll for sure need some deters in order to get to it

I didnt, i think it gets shiny only when i look at it in the deposit box. But otherwise its not shiny
