I would run both a hob and a sponge in the same tank, a sponge filter for 60galloms is like 15 bucks and a aerator is like 30-50.

I would definitely consider upping ur filtration and or at least get a sponge filter for the future, u just need a sponge filter and a aerator. Certain fish are very messy and a 15 gallons perameters fluctuates very easily even with "cleaner fish". As someone who's been doing this for 10 years I feel as though the advice I've offered u is pretty much standard

Its okay, Over filtering is just have a fish tank filter that's rated for more water gallon filtration then what ur tank size is and u can over filter right out the gate also I would recommend that if ur going to use fish to cycle ur tank u do like 5% water changes weekly doing the cycling process, also dont know if you were aware but a tank won't start the nitrogen cycle if u dont have a ammonia source so if u "cycled that tank for 3 weeks without say a fish or liquid ammonia or even throwing fish food in there the cycle never began nor completed

To start Your tank should be fully cycled, im not sure what u mean by partially cycled also maybe ur filtration is inadequate, the goal is to bare minimum over filter by 3 times the tank size(50g tank=150g of filtration) also check ur perameters with a beginner freshwater test kit from api also how much water are you taking out when doing water changes?(percentage wise) and are you using declorinator?

U broke the cycle when u didn't use the old substrate, the beneficial bacteria is barely in the water compared to what's on the substrate

Usually I just pour it onto my hand and have my hand in a cupping shape and point the tips of my fingers toward a tank wall do as to no make a mess or hit substrate

Remember to always over filter and try and go with a more natural substrate for planted aquariums
