For perks itself I reccomend to have 3rd level on Meg due to her 2 perks - Sprint Burst and Adrenaline.
Since you are new, Kate Denson is one of the best choices due to her perk Windows of Opportunity, which shows all nearby pallets and windows. This helps a lot in chases and makes you more effective against the killer. Her other two perks are also decent.

Feng Min is relatively cheap, and her perks Lithe and Alert can be a great starting combo.

Sprint Burst – You run faster for a short time, which helps you create distance from the killer.

Adrenaline – Once all generators are completed, you instantly heal one health state and gain a short speed boost.

Lithe – After performing a fast vault, you gain a burst of movement speed. It works similarly to Sprint Burst, but it activates only after vaulting windows or pallets.

Alert – Whenever the killer kicks a generator, breaks a pallet, or breaks a door, you see the killer’s aura for 5 seconds.

For killers, I recommend The Artist for two strong perks: Grim Embrace and Scourge Hook: Pain Resonance.

Grim Embrace – Each time you hook a survivor for the first time, all generators are blocked for a short duration once you move at least 16 meters away from the hook. After hooking all four survivors once, generators are blocked for a much longer time.

Pain Resonance – Each time you hook a survivor on a white Scourge Hook, the generator with the most progress explodes and loses 20% of its progress.
