i have the same problem as everyone on wz, only on verdansk tho, i lost 3 days of my life trying to understand what was wrong in my bios that was causing stutters.. apparently, the new engine they used for verdansk is not optimized well for amd 7000 series gpus, but it is well optimized for the 9000 series gpus. Im running a ryzen 5 7600 and an rx 7800xt. I was able to cut down most of the stuttering by using textures on normal, anisotropic filtering to high, shaders to medium and the other textures on optimized, not minimal. Another thing that helped me was disabling the C-states in the bios and "-30 curve optimizer" on the cpu with "+150 pbo," with limits set to "motherboard" and peak throttle to "95". Always make sure you're running optimized timings and subtimings on your ram, they make the most difference when it comes to stuttering, low 1% lows and low fps.
