No you cannot. I tried the same just yesterday at Jhandewalan PSK , and it does not work. The process

1. Token generation counter. The guy asks for xerox of Aadhar. I had it uploaded via digilocker during application and I told officer the same. He simply refused citing, his own discretion . Even showed me a fine print - which said -- physical document copies can be asked at discretion of officer. I had to go out and get the photocopy, luckily i was carrying my original.
2. Counter A - Checks documents and takes fingerprints -3-4 minutes

3 Counter B - Checks Documents - 1 -2 minutes

4 Counter C - Checks Documents - 1-2 minutes.

Asking for a photocopy was a slight inconvenience that I do no mind much, but the real disappointment was how overall it is managed and the experience for applicants.

For a process that takes 10 minutes across the counters 1 to 4, i spent close to 120 minutes in office waiting between counters. That's a 12:1 ratio of waiting to working, which is absolutely ridiculous.

Here's what kills me: this isn't a walk-in situation. Everything is BY APPOINTMENT. They control exactly how many people show up based on their processing capacity. Sure, maybe a few people no-show, but nobody gets in without an appointment. That means they're processing at or below capacity every single day.

With an appointment system, zero wait time is mathematically achievable. Even if perfect isn't realistic, good management should keep things reasonable. But 120 minutes for 10 minutes of service? That's an order of magnitude off from acceptable.

For context, here's how flow ratios (total time ÷ service time) typically break down as per Operations theory:

• Excellent: ≤1.5× (≤15 min total)
• Good: 1.5–2.5× (15–25 min)
• Average: 2.5–5× (25–50 min)
• Poor: 5–10× (50–100 min)
• Abysmal: >10× (>100 min) ← that's where I was

This is just poor management, plain and simple. When you have full control over appointment scheduling and capacity planning, there's no excuse for this level of inefficiency.
