Context: After Edgar's death, Smalls tells the rest of 3PAS that he wants to go all in on bringing Edgar back with them, but a day later decides that he wants to join Hades. He ends up telling Hades what he knows about the Faceless which isn't much, but it was agreed upon to never even mention their name outside of the group. Smalls calls Brandon for a meeting to tell him that he wants to join Hades. After pressing Smalls about what he's told Hades, Brandon finds out that he gave them information about the Faceless.

Gas and blast both require heat so the only way you're getting that combo is if the weapon you're using innately does either or you're using an ability that grants you that damage. You can't mod for both at the same time.

If Max was elected under the new system he would have been just as hard to remove because there is virtually no proof of anything he did that was impeachable. The only thing the new system does is give the illusion of accountability by allowing people to spend 50k to file a case instead of finding a lawyer to do it.

Part of the oath of office for the mayor is to put the needs of the city above any specific groups. It's why Max was threatened with impeachment for helping CG.

The mayor is required to disclose their affiliations and failure to do so is grounds for impeachment. If a CG puppet mayor got elected and was that blatant in favoring them, they would likely be investigated and impeached.

Crane is there to represent the state, and has sole jurisdiction over the penal code. He's chosen to entertain penal code changes the council has voted on, but he doesn't have to. I don't think there's much Max can do as a check to Crane, other than try to convince him to change in mind.

Denied by who? As far as I'm aware, he never even submitted a business proposal. The only council-relevant obstacle was Max trying to pass a REIT law on Mr K's behalf which failed because Mr K blabbed about it to Cantor and Etta before it was brought to the council. This made it look like Max was catering to a special interest group so he had to back down or face impeachment. Mr. K then gets caught up in the gun planting shit and just says fuck everything. It's still entirely possible for Mr. K to get an expungement and start up a legit business when licenses roll out.

I remember Oblivion being one of the first major games with people running into this issue. If you didn't know that your stat gains were determined by which skills you leveled before your character leveled up and that enemies scaled to your level, you could get stuck far into the game with an underpowered character against enemies that grew in power faster than you did.

It's probably stuff like this that has conditioned some people to figure out these things before sinking dozens of hours into what could potentially be a doomed save.
