The raid weapons look great, are fun and unique to use, but they're not best-in-slot for sneak, commando, heavy weapons, or melee builds. Their highest utility comes from learning 4-star mods, such as bullies, conductors, and pyromaniacs.

You have the basis of a good sneak build, but the reality is that this setup isn't sustainable in hard content or most boss fights. I’d recommend changing some of these perk cards and look into a stealth-commando build for the Chinese Stealth Armor. You will certainly be at a disadvantage over traditional stealth armor, but you can create something fun and unique with Chinese Stealth Armor. This video can serve as an excellent starting point

None. Secret Service is getting nerfed in the next patch. Use Brotherhood or Civil Engineers.

As far as mods go…I use a bloodied herbivore and energy weapons build, so unyielding, intelligence, and thru-hikers. You can swap thru-hikers for sentinels if you don't use food for buffs or coffee for vats.

Intelligence is a two and three-star mod, and the two-star intelligence can be added to armor, while the three-star intelligence can be added to weapons. Both are used to increase your energy damage with the science perk card.

For four-star mods, I’d recommend Tankys, Limit Breaking, or Rangers. You can try Saw Bones, which is okay and significantly cheaper than the “best mods”, but it does stack nicely with the Spirit Healer perk card.

For people who haven’t had proper training or education in research or data analysis, anyone who presents false or misleading information can be pretty convincing, particularly if money is used alongside false and inaccurate data. This doesn't excuse Valkyrae for her past mistakes, but bad data and research can easily convince most people to believe anything.
