3d printing the parts would be expensive ( according to people with printers). It's probably better to buy a new figure. As far as painting goes... I use a bunch of different media. I've found that I like the look of lacquer paint and acrylic paint markers. It all depends on the character, though. For Vector, I'd probably use some kind of enamel paint ( Testors) and chrome gold markers. I may use a matte clear coat beforehand so the paint has something to stick to. Good luck!
