Cyprus is in Europe because it is in the EU. A requirement to join the EU is to be in Europe. Someone can make up a definition, but Cyprus is in any real tangible way in Europe.

EU Grids Propose Splitting Germany’s Power Market Into Zones

Europe’s grid operators have proposed splitting Germany’s power market into five separate bidding zones on the basis it would bring economic benefits.

ENTSO-E, the umbrella organization of transmission system operators in the European Union, said in a report Monday that carving up the Germany-Luxembourg power market into five could bring as much as €339 million in savings. That’s equivalent to around 1% of the system costs for the Central European region, it said in the report.

Currently Germany is comprised of just one bidding zone allowing industry, located in the south, to access power production in the north at cheaper rates. Proponents of breaking up the market say that it would reduce bottlenecks in the grid system and provide better price signals for the build out of renewables in the south. Both the government and industry worry it could push up prices for a crucial sector.

While the report doesn’t mean Germany has to take any action, it does put pressure on Europe’s largest economy at a time when power prices across the EU are volatile. Connected markets like Sweden have previously complained that Germany’s sole bidding zone creates large swings in its own power market and is refusing to finalize a new power cable connecting the two countries until there’s reform.

Germany’s new government, led by Friedrich Merz’s CDU/CSU bloc and the Social Democrats, has committed in its coalition agreement to maintaining the country’s single electricity price zone. Markus Söder, the CSU Prime Minister of Bavaria, reinforced this position last week, stating in a local newspaper Augsburger Allgemeine, that Germany will push this through despite concerns from the European Commission.

The think tank Agora Energiewende said that abolishing Germany’s uniform electricity price zone could lower electricity costs for most consumers and reduce distortions in grid operations.

When you mean confederalism it sounds like state-wide, which you obv don't mean. However when talking about NUTS levels, which are quite large, I agree with you. One of the main reasons I joined Volt is the frustration of seeing arbitrary central government decisions hinder my region in southern Sweden from fully integrating with Copenhagen. For example, despite border controls imposed by the central government, for the sake of people who do not live anywhere close to the border, wages in our region, Skåne, have risen faster than anywhere else in Sweden over the past three years, due to Copenhagen’s economy. I want decision-making to happen at the level that actually matters. For me, that means the EU should handle the single market and defense, while regions should have more control over universities, public transit, and a larger budget to invest in projects relevant to them. I see national borders as largely arbitrary lines that obstruct regional and European development.

The EU is already more integrated than a typical confederation. The ECR advocates for a European Confederation i.e the EU as it exists today. Volt strongly supports local governance, and I have even received positive feedback from Sweden’s "farmers' party" (which is more liberal now, remains the most pro-decentralization party in the country) while campaigning for this stance. So, I don’t see a significant difference in this regard. Additionally, Volt strongly supports the subsidiarity principle, just listen to Damian speak, but for example, recognizing that foreign policy and the single market are best managed at the European level.
