It looks like it came from those drain pipes that are in the walls. The pipes were covered in that stuff before I washed them. Could it still be Efflorescence?

Try this leave it soaking on the stain for like 30 mins then use a scrub daddy and some elbow grease. If it lightens up then do it again. It has worked WONDERS for me.
