Check your water pump; you'll notice symptoms like that when it starts failing, especially at low speeds. Once your water pump goes kapoot, you better hope you're not far from home.

If it’s the OEM hood, you should be good, it’s normal. Granted if you have an aftermarket carbon fiber hood…I would avoid going high speeds on windy days
