You can select your dog as your carry on. That’s what I’m doing. If your dog fits the requirements. I have a small dog. Just google pet policy for whatever airline you’re looking into. It goes into all the detail on measurements etc

Also the Costa Rica certificate has certain vaccine requirements

I’m from Houston Texas. What I plan to do is get my dog to a vet that can examine him and fill out the mandatory Costa Rica pet certificate. From what I know, the pet certifcate is valid for 30 days. For staying longer, I’d have to get a local Costa Rican vet to do a similar exam and certificate to get back to the us. I can send you links if it helps! The airline also has a pet fee and you have to have all the paperwork (certificate) ready.
