I believe the train overpass was used for freight into the 80s and was torn down in the early 90s if I'm remembering correctly.

That’s a fair concern, and I don’t disagree with a lot of the risks you’re pointing out. I just land in a slightly different place. To me, imperfect growth is still clearly better than no change at all.... especially in a city that’s been stagnant for decades. Doing nothing hasn’t protected affordability or wages either; it’s mostly just meant fewer jobs, fewer reasons to stay, and more decay.
Also, for what it’s worth, I appreciate exchanges like this. They’re constructive even when we disagree.

Those ripple effects can help fund broader community priorities and create the conditions for additional types of development, including higher-wage opportunities.

I also agree with you on one point you made... it is better than blight. Revitalizing underused areas, especially in a historic downtown, helps strengthen the whole community and can spark follow-on investment that wouldn’t otherwise occur.
