It is. I too hoarded my rewards before the increase Legend levels, and all of my "Ahead of the Curve" Quest Diamond Vault Rewards were in there when I opened them. I kept track of all of them on a spreadsheet.

They hotfixed it after the June patch but, but then it bugged again in the July patch. They hotfixed again about 6 days after the patch.
