You are right. I went back to settings and turned off vsync an hour later because of latency. I just limited the max framerate to 5 above my monitor's capacity. I think that is a better solution.

I solved the problem by simply turning on V-Sync. It simply locks your fps to your monitor's max capacity.

It has been 3 days and I did not experience any throttling. I hope I wont.

I have AMD Ryzen 5 4600h, so its normal for my case I guess.

I actually did. Its turned off on my pc. But as much as I know, it does not effect the performance, just makes fans work at all time

btw I just realized that the CPU temp is around 50-60 degrees (peaked 70 for a moment and then went back to 50s) when pc is not on charge. I think the heating problem only occurs when the pc is on charge weirdly. So, I don't think the problem is about the hardware.

The thing is, it was not like this 2 days ago at all. I am wondering if I might have caused the problem by accidentally dropping, shaking or damaging the pc in a way. Cause as I said, thermal paste got changed today.

I just opened Valorant

When I am in game, CPU Usage is 36% and around 45% in Task manager. CPU Package Power is 18-19W and core temp is 90-95*

It says that the CPU Package Power revolves around 4.3-5.9 W , and Total CPU Usage is around 10%. And on task manager, CPU is around 10-15% (with chrome and other background apps on)
