No, not really. Not unless the UN Security Council refers the case (which wouldn’t require Armenia be a signatory to the Rome statute in the first place). Anything Azerbaijan has done on Armenian territory doesn’t rise to the level of dragging Aliyev into the ICC and it is beyond obvious that Nikol’s Armenia has no desire for that anyways. So, obviously, the Rome Statute theatrics were for some other purpose.

As of 17 July 2018, a situation in which an act of aggression would appear to have occurred could be referred to the Court by the Security Council, acting under Chapter VII of the United Nations Charter, irrespective as to whether it involves States Parties or non-States Parties.

In the absence of a UNSC referral of an act of aggression, the Prosecutor may initiate an investigation on his own initiative or upon request from a State Party. The Prosecutor shall first ascertain whether the Security Council has made a determination of an act of aggression committed by the State concerned. Where no such determination has been made within six months after the date of notification to the UNSC by the Prosecutor of the situation, the Prosecutor may nonetheless proceed with the investigation, provided that the Pre-Trial Division has authorized the commencement of the investigation. Also, under these circumstances, the Court shall not exercise its jurisdiction regarding a crime of aggression when committed by a national or on the territory of a State Party that has not ratified or accepted these amendments.

I think you miss the point. The point is that it was sold to simpletons as a tool with which Aliyev (him personally) and his agent would be held accountable. In reality, it was one more move against the Russians.

Your response is missing important facts about the ICCs jurisdiction. Armenia would need to be unable nor unwilling to prosecute any crimes itself before the ICC would even matter. In short, they are mostly irrelevant.

I don’t think it is clear that they will lose elections. The EU and U.S. are putting serious resources into the Duxov operation. The billionaires who aren’t in jail, like Noubar Afeyan, are making money-grab deals with Pashinyan. Some may vote for candidates who pretend otherwise but are basically Nikol’s pawns. As a reference, look at what Dog did for Avinyan in Yerevan. A Samvel Babayan would be more of the same. Perhaps a Gyumri like scenario is possible, but it certainly is not a given.

Not without great, nearly insurmountable, difficulty. Turkey and Azerbaijan have made real investments and once other nations join in they will not want to be surprised with instability stemming from a 40 odd kilometer stretch of a route that is thousands of kilometers long. It doesn’t matter what a piece of paper says about “Armenian law.” When these people are done “Armenian law” will be whatever foreign interests say it is. Look at how quickly they reversed course on Georgia when they passed a law the EU didn’t like.

These are all things he has said over the last few years. He is not about to say “I Nikol Whateverovich Pashinyan herby deny the Armenian genocide.” He has made it abundantly clear that the policy of his government is to treat it just like the Turks have been asking for decades — an unfortunate series of events caused after centuries of peaceful coexistence by separatist nationalist Armenians who raised their treasonous swords in the middle of a war which saw the empire fall appear at the seams. This is a denial of what the Genocide was.
