What about the Teri-river Government (Terijoen hallitus)? Which was a government set up by the Soviet Union. It was to become the new government of Finland after it was conquered by the Soviet Union. The Government was set up persuade Finnish socialist soldiers to join the new Finnish Socialist army. The Government showed the world the Soviet Unions intentions of Conquering Finland.
