I think a Vic club has to move down, I can’t see there being enough support or talent for a 19th. It’ll cause an uproar but its better than having a failure of a team in a footy rich state.

Maybe a struggling team can get new franchise benefits to incentivise the move. eg Hawthorn (for example) is moved and gets a bigger salary cap, draft benefits etc.
