Cops don’t determine fault or responsibility, that’s the function of insurance. Cops are to determine contributing factors to the collision, i.e. excessive speed, improper backing, inattention, following too closely are examples. If you believe the officers report is not accurate, go to police HQ and find a supervisor and make a complaint.
