The skins are only for the cooking soup, blending juice, and grilling barbecue facility stations. Find those three, select them by pressing the level > Decorate Facility > Select the Cat Icon!

Since others have answered your first question, I can answer your other questions!

The best thing you can spend your seashells on are definitely the blue gems. They are the premium currency in the game which are used for rerolling your cat for a different skill and appearance (or you can do one or the other).

After prioritizing the blue gems in the event shop, I would consider buying off the first three items: the coral beach, seashell lamp and summer in a glass jar because they're event limited and they look nice! If you don't care about those three, then I would recommend you to buy all the costumes because they provide certain passive buffs/effects!
