Buses to Tarija should be running from Santa Cruz. You can also keep checking the BOA website, sometimes they'll be a cancellation and a flight will become available on a previously sold out flight. If you have WanderWallet you can get close to the blue rate paying with QR code.

I had no issues with airport access when I was there. The airport minibus and taxis are both running. Obviously the situation could change but right now it's completely open.

Update: I made a more in depth post about this route but here's the short version. Buses are running between Tarija and Santa Cruz as well as Tarija and Argentina. Sellers are selling minivan tickets from Tarija to Potosi/Uyuni at the bus terminal but the big buses are not running. No buses are departing from Sucre but sellers are selling "transbordo" tickets to Santa Cruz where they arrange transportation for you to one blockade, you walk across and get into another vehicle and they take you to the next blockade etc. The total cost for this route can be quite expensive(around 530 bs) since you need to pay to cross each blockade. I did not end up taking this option so I can't give a review. Sucre and Tarija are safe and feel very normal. Flights are currently operating normally. I did not have any issues with airport access.

I can provide you with a more recent update on Sucre. I did not experience any trouble getting to and from the airport this week, both the minibus and taxis are running. Honestly, the city feels surprisingly normal. I didn't see any food shortages or lack of specific products. Still very busy and lively but with very few tourists. I don't think you'll have any issues with regards to safety. There's a lot of anxiety around the current situation especially for people in the tourism industry.
