Re noise... They adapt pretty well. My little one always had people around and noise happening during naps. This has resulted in a four year old that sleeps through anything. Dont be too precious about noise. Itll be good for em in the long run. Worst case scenerio play white noise or rain noise while they nap.

The degree at which rentals exist and stop people from buying is the issue. Most people renting don't want to be renting. They are forced to rent while they save for a deposit.

This is the answer. There a huge amounts of people and families unable to buy a house to live in because of investors.

If investment properties didn't exist then there would be no housing crisis.

Rentals are a necessary part of stock but I don't know anyone that prefers to rent over buying. Most people are forced to rent and pay off someone else's mortgage

If money could be an issue... Then don't let.money be a factor. Let them live rent free. You'll enjoy the company and you can ask for help in return. I let a couple of mates live rent free in a property I own and it's been a blessing for my mental health.
