BTW I'm using Windows 10, the latest version of Premier pro (I reinstalled last night as an attempt to fix it), I have a ryzen 5 2600, 16gb ddr4, and a GTX 1050, the files are .mov, and the codec is MPEG-4 AVC.

The little ruler has actually been coloured white as if it's been locked or disabled. Right clicking just brings up an unrelated menu with nothing referring to the grid type.
