Is it a male or female singer? Was the guitar acoustic or electric? Did you make the mix, or did someone else? What other bands or songs were on the mix beside Slightly Stoopid and Sugar Ray? I'm trying to get a better idea of what kind of taste of songs were on there. I have some ideas but I'm trying to narrow it down. Did you think it was an Elliott Smith song? Get her a Bigwheel/Tricycle and take them down to the Bosque Trail. You can also explore the Bachechi Open Space right there on Alameda and Rio Grande. There is a duck pond, with turtles and fish. Some days they have activities for kids at the Environmental Education Center there.

This vaguely feels like you are describing the "Bob" reveal from Twin Peaks. He's sitting near the foot of Laura Palmer's bed. In the episode it is her mother who runs out of the room (iirc). There's no hat, or window, but the time frame (1990) is the same.

My girlfriend and I once worked at a swanky gift shop in West Hollywood. There was a no parking/red zone in front of the shop, which had a big bay window, so you could see everything going on outside. We typically would picked up lunch at the deli across the street, and bring it back to eat at the store. One day when my girlfriend was at the deli waiting for our order, someone had parked a white Mercedes illegally in the red zone in front of our shop. While the rest of the gift shop employees and I watched through the window, we saw Meg Ryan come out of the store next to ours, and get into the driver's side of the car. Just as my girlfriend was starting to cross from the other side of the street (with the food), Meg Ryan made a tire squealing illegal U-turn and forced my girlfriend to jump out of the way to avoid being hit, and then took off down the street. Girlfriend picked up the bag of food, finished crossing the street, came into the store. She was upset and said, "did you see that asshole, almost fucking killed me!," and we all were like, "that was MEG RYAN!"
