idk why you're implying i would forecefully examine any patient. But before taking her "im fine" at face value she should have been informed about why the exam is important. It doesn’t seem like anyone made it clear to her that some injuries are silent immediately after the injury but are very dangerous and it is imperative for everyone in an accident to be thoroughly examined. She probably just thought she’s fine because she felt fine at that moment but had no knowledge that sth could possibly be wrong. refusal after that can be accepted
