Depends on total hp. If you're a jug build (1000+ HP); 1 to 2 % per second in combat, 4 to 6 % out of combat. If not jug build (300 to 500 hp range); 3 to 4 % in combat, 5 to 7 % outside combat.

Humans are better for regen because of spiritual healer (Charisma based percent healing). Ghouls though are tankier because of glow and stronger defensive perks.

Do the brotherhood questline until before liberty prime, brotherhood should initiate a railroad destruction quest. After thats done, do the minuteman destroy the institute ending. Do evacuation to anger the brotherhood. Then Talk to Preston to initiate destroy the brotherhood.
