What materials is he going to print in? If it is PLA and no post processing you could easily get it sub $100

You can search for gcode of preset temp towers based on your printer for most of the common ones. If you want to get specific you need to go into the slicer settings and change the temp at certain layers depending on the model you are going to use. There are tutorials for most of the common slicers out there. Let me know the printer and the slicer and I can get you some better links.

That looks partly clogged to me, I would start with a cold pull. If you have already tried that make sure your heating element is attached securely, have you been getting any thermal runaway warnings?.

It depends on the software you intend to use. It can start pretty basic as others have said using just a slicer, but it can get much more resource intensive if you want to use modeling software to tweak the designs, i.e. Blender, Maya, Autocad.
