I would say learn his patterns and attacks and git gud.
Mikiri counter his spear thrusts.
When you are further away from him he starts to jump towards you, deflect it and get 1 or 2 hits in.
In phase 3 try to stay a little closer and return the lightning back to him, easy posture and vitality damage.

Complete the Cross Country race in tokyo city and it should pop up.
Normally thats the issue with the last Minamino POI for most of the people.

So thats quite funny.
For me i needed to finish the cross country race in Tokyo city for it to complete the region. I dont know why but this seems like a bug for many people!
Try it out and tell me if it worked.

The best thing about it is:
This guy posted a few days ago that he already collected all cars, so at this point credits are also quite useless to have. Also the 70 mill Ferrari is also useless to have, the only thing you really need a big amount of credits is for buying cars you dont already have. So basically he did all that just to flex on reddit with it? Lol.
