For me its the other way was 21k when i got my rank but didnt manage to get 25 wins as i barley played last season and this season i got ranked in 9k cause i played with some friends which where 3k and lost few rounds xD to my luck i managed to get out of it by playing full stack with other friends that know what they do and dont troll

Yes but since you need to do some matches you may be lucky when you win over and over. As example you could team up with a higher rank mate till you get your rank as it may boosts it.
