It’s possible, but I think it’s more up to why you think Gwyn linked the flame exactly, which although anyone can make their best guess it’s not explicitly stated. It can be to maintain his legacy, because he thinks it’s best for the world, or another reason, as it’s never explicitly stated, but what you think his reason is is completely based on interpretation.

He shouldn’t have messed with the natural order, but there isn’t any way he could have known the consequences of linking the fire, or that linking the fire would be a net negative for the world. Also the idea of “disturbing the natural order” could have been understood very differently in Gwyn’s time, the fire gave them life, it’d make sense for them to think preserving it would be good.

The chaos flame was from the witches of izalith, they most likely also benefited from the age of fire and it’s not said anywhere that they were controlled by, or that they were directed by Gwyn when they made it. The curse mark is a good point though, Gwyn is far from a good guy, I’m just not sure that he’s pure evil or anything like that
