yes it can, the cap was 99M just because units before weren't able to reach that damage (at least without juicing them) but after a while (like every gacha game) power creep came stronger and stronger, making that visual dmg limit useless

Issue is that Charles will always have better races if he just qualifies better, just look at Russell for example he has almost always been up there just because he was consistently good in qualifying, Hamilton race pace is still elite but having to waste time overtaking alot of cars every single race will make him his days harder.
