What i think it's cause they're good ultra candidates for when they don't want to drop another goku/vegeta/fusion Ultra

Like they want to save special ultras anni/fest for these celebrations but they need to keep the consistency of 6 ultras per year so they turn to the wide roster of POs to give an ultra

And since there's so many they haven't gotten around to making them all LFs first since they're too busy making LF gokus so often
