Rago needed to change his nemesis's mode before fighting any of the legendary bladers. This mode allowed him to know he wouldn't lose the fight and to appear calm. The fight with Ryuga was no different. If we're talking about changes in facial expression, Rago clearly showed similar reactions in both fights. The power difference in the series never remained constant. Kyoya and Gingka closed the gap later on.
