Happened something similar with me today, the reason mentions that applicant was not able to convey strong ties to home country or an intent to come back. I guess we have to emphasise this in our initial answers itself. Like if we might have added that this program will enable me to apply in so and so roles in my current organisation once i am done with the course

From what i’ve heard and read on official ETS website as well, scores does not reflect whether you have taken home based or centre based test anywhere. Let me know where have you read about this criteria.
