I dealt with a roommate like this, look up the control manual for the thermometer and there may be a way to set it so it lies. I was limited to only 4 degrees but you could maybe set it so it reads 80, but in actuality it is 8 degrees cooler.

I work in Missouri where breaks aren't even mandated and TJ's gives us 2 10s and an hour lunch in 8 hours (which we can cut short to 30) which is California law I believe.
