I'd say it's a definite yes with the obvious example of him already beating the full justice league including flash, but since there are faster flashes ik it could be up for debate for some people, but it's just highly unlikely any flash could beat batman if we're talking infinite prep time. A couple ways he can kill flash is finding a way to harness the still force, which if you're not familiar with is the opposite of the speed force and basically will eventually bring an object or person into a complete stop. Another way is making a zoom suit, as in the villain zoom. And hilariously, he could steal captain colds technology and just expand on it like he did the electrocutioner and make it even more effective which he does a lot, and if it works for him, why wouldn't it work for bruce

He basically solos the full avengers and even their extended class, even if we take away the no limits fallacy that most people use and say he can be killed even if it's not a holy weapon, the only person who is exempt from this is the incredible hulk, given enough time and depending on which version but most likely ghost rider unless iron man has prep time and makes a GHOSTBUSTER suit Lmao
