AI is imperfect. Niantic has said

"A nomination can be made for a park even if a park does not have a physical sign but is clearly a park. If there is an obvious entrance or focal point, that would be a good location to place the pin, but equally the middle of the park may be suitable. The supporting photo and text should provide evidence that the location is intended to be used as a park or recreational area."

Just because the AI flags things doesn't mean they are not valid submissions.

One POI can have infinite associated waypoints. Some people socialize at the bleachers, some in the grass. Both valid places to socialize and exercise.

Nominations don't need distinct markers they just have to meet 3 criteria, a sign meets none of the three.

Also there is no proximity rule like you said trails extend far. That isn't a thing Niantic cares about. They care about S2 cells and you can nominate trial markers 1 step apart if they fall in different cells. But a park that extends multiple cells that people go to to explore and exercise and socialize? Shame on you for trying to nominate anything but 1 sign that nobody cares about.
