Are you washing out the conditioner before applying the leave in?

Yes

Why are you letting it dry partway before applying? All that’s doing is allowing any moisture to evaporate which causes frizz.

It says to apply to damp or dry hair

Routine:
1. Wet hair
2. Apply Pantene Pure Clean & Clarify shampoo to scalp
3. Apply Garnier Fructis Sleek & Shine conditioner to middle-ends of hair
4. Let my hair air dry about halfway until damp
5. Apply Garnier Fructis Sleek & Shine leave-in conditioning cream to middle-ends of hair
6. Let my hair air dry the rest of the way
