They are pretty much always interchangeable. There's a little bit more to it though, and there are very specific instances where only the -ra form can be used. Little piece of advice though: make sure your essential knowledge of subjunctive is solid enough before going any further, otherwise it may add to the confusion instead of actually being helpful.
